Mozilla was the name of the underlying browser technology long before
there was ever a "Mozilla" project separate from Netscape.  Back when
Netscape had total dominance, early versions of IE had to identify
themselves as mozilla compatible, and I guess there's never been a
reason for MS to try to change that.
