As a matter of fact, 'yes' I have.  I'm working on a custom boot disk, and
have lock-ups on boot during debugging.  Apparently the kernel will flash
the num/caps lock lights as it 'panics'.  It is an error condition to let
you know, in no uncertain terms, that your system has crashed.  It's power
off or reset but time at that point.
