Good question. Those that do are immediately identified and labeled
as a "spammer" and filtered. Using "legit" relays helps get the
spam out without that kind of response.
Secondly, and this is unfortunate, many spammers are home users
(using you know what for an OS) trying to "get rich now!"...
they use the tools and procedures given to them.

This is a valid statement. You can configure your smtp to
be valid for the domain your IP sits in (the one from your
ISP).
