Denial of Service is a form of cyber-terrorism.

Why people do it?  From what I can tell, they do it because they can.
Usually it is script kiddies (young teenagers who find a program on the
internet that someone else wrote that performs the job)  who think they are
cool if they can shut down access to something.  It gives them bragging
rights to their friends.

Sometimes they do it because someone at the site offended them in some way.
In this case of an IRC server, someone could have told him he was a jerk, or
stupid,or whatever and so to get revenge he wants to shut the whole thing
down.
