For video capture I use mjpegtools' lavrec program with a Matrox G400 TV
board.
lavrec works fine for software capture (i.e. capturing off of a tuner or
dedicated capture boards that don't do compression in hardware).
It also works great with hardware motion-jpeg capture boards (i.e. boards
that do motion-jpeg compression in hardware). The advantages of hardware
mjpeg capture compared to software capture are: Low cpu utilization, high
frame rate, high resolution, few dropped frames.
There are a number of boards that do hardware mjpeg, including the Matrox
G200 and G400 TV, Miro/Pinnacle DC10, and Iomega Buz. While these are all
three to four year old products, they work great and you can still find
them on eBay for reasonable prices.

Motion-jpeg is a convenient format for editing. I use mjpegtools' glav
program to edit captured video. Then I use mpeg2enc to encode the edited
video to mpeg2.
