I believe this has to do with the LANG issue with RH 8.0... I guess
it's not so much an "issue" as a feature that is a bit before its
time.  Try the following and see:

$ LANG=C man <your-favorite-command>

and see if the colored dashes show up.

If not, then it's a different issue... give it a try though.
