how about timeconfig. That gives me a ( text based ) menu to 
set my timezone. 

If that doesn't exist... as root... with the bash shell issue
time and hit the tab and find out what time commands are on 
your system. 

Also... once you get the timezone set to CST, you have have to 
re-boot for the timezone to come into effect. Just a WAG.
