[NTLUG:Discuss] Timestamp question

dont have a timeconfig, I do have tzconfig. When I run that, it shows
America/Center
same as /etc/timezone file.
I am lost on this. I have rebooted my machine and still boots up with
UTC, and "date" still showes the UTC time.
