What is your log file telling you?  (/var/log/mail/error [info][warn])

How are you doing your config?  Hand, webmin, linuxconf, etc??  I would 
recommend using webmin.  It's fairly straight forward and changes can be 
made quickly.

You've got allot of variables going here.  Before you try to activate 
relay is EVERYTHING else working?  You might want to drop back to a very 
basic config and then adjust one thing at a time.

Off the top I'd say that you may need to add the network that can be 
relayed from to your spam control (relay-domains file).  By default 
sendmail will NOT relay unless the source is a local user.  You have to 
give permission to allow another user/network/domain/email to relay through.
