As far as web mail goes....
I like squirrelmail (SM). There are dozens and dozens of add on packages that
you can add to add things like graphical quota display, personal weather 
info, spam assassin configuration, calendar, etc. Things get added 
seamlessly so it looks like it's part of the mail system. 

As for POP... you want the web mail thing to do what? You can 
configure things like fetchmail or a SM plugin to get mail from 
a pop server and send it to an IMAP server but if you want to use 
web mail, your most likely going to be using IMAP and the web 
client is just a front end to the IMAP Mail system. The web mail 
interface isn't going to maintain it's own mail spool to keep 
mail for different users. It's just going to be a front end to a 
mail server.
