Intel chips have cutoff circuitry on the chip to help handle
the issue. Later AMD Athlons have off chip support, but most mb's
don't have the circuit and most will tell you it doesn't work
right.
Opterons and presumably the Athlon 64 have the power cutoff
circuit on chip (similar to Intel).

Shouldn't be the case. The Intel's have better cutoff features
right now compared with AMD (except for AMD's latest 64bit chips).
Of course, Intel may also clock drop at strange times (which makes
them feel somewhat sluggish compared with their AMD competition).
