I haven't seen this, but one cause might be if LILO (or GRUB) is told to use a 
framebuffer mode and so not having it there is somehow fatal.

I note in my lilo.conf file that some of the entries have a config line of:

vga = 791

or

vga = normal

I think the 791 is the framebuffer mode.  The man page says "normal" is 80x25 
text mode; so maybe you should try that.
