[NTLUG:Discuss] Cheap Server for Linux Webserver

I need to buy a server to run a website (mod_perl).  I don't want to 
spend any more than $800 and $600 would be more realistic.  Dell has 
servers starting at $400 but I've had bad experiences with Dell.

I know that it is probably a 'get what you pay for' kind of thing but I 
was wondering if anyone had any suggestions an how to get the most bang 
for the buck when it comes to servers.  I've considered buying used - 
any thoughts there?  Some place local would be cool.
