The problem could easily be with Outlook, or the MS implementation of pop3, since it is typical practice for MS to take a standard, strip some of the functionality out of it, and then implement some of thier own functionality in it. So you could be dealing with a non-standard implementation of pop3. 
 
As a Software Developer I know of this happening to standards that are implemented by MS development software but do not work the same as the actual standard.
