for general linux problems like this ( not mandrake 9.0 specific ) you
boot with some sort of kernel boot disk and specify the root partition.
The kernel will load off of the boot disk and then mount your root partion
and continue from there.
so... assuming you have a boot floopy that pauses and lets you specify
boot up parmaters, supply root=/dev/hdb1 and you should load that
partition when it comes time to mount your root partition.
