 Explain further. Are you talking about a hard disk or a boot floppy, or 
both?

It sounds like your talking about (multiple) hardware failures and 
software failures all at the same time.  Are you sure about this?  (You 
may be diagnosing the problem(s) incorrectly.)  If you have a bad hard 
drive, you'll have to replace it and re-install your OS(s), (which ever 
OS(s) you have on the hard drive in question).

If your Mandrake 9.0 is on hdb1, is it possible you'd have grub or lilo 
on hda booting it?  Do you still have the same drive as master on the 
first ide port?   If not, there's your problem.  

Do you have the bios set to boot the same drive as before? (Only you 
know where you installed lilo or grub or whatever boot loader you're using.)

And what is your back up boot disk?  Is that a second copy of the boot 
floppy?  You need to be more specific.

I would suspect that you have  hardware issue to resolve, rather than 
two or three non bootable disks.
I suspect that you may have a configuration error.

Then you should be able to boot Mandrake 8.1 [with the good boot disk], 
that is, if you still have the same hardware configuration as before.

"adjust the boot device to access MD9.0?"  Not sure what you mean by that.... (If you booted to it before, you should be able to boot to it again.)

If you mean to restore lilo or grub, (if that is in fact your problem), 
your best bet is to boot to the os that you last installed lilo or grub 
from and reinstall from there.  Not knowing more about your situation, 
it's hard to give any specific advise.

My guess however, is that you have a hardware configuration error that's 
causing your system not to boot.  Look it over and get back to us with 
more info.

You need to look it over and ask your self several questions.
Do you have the hard drives installed in the same sequence as before?
Do you have the bios set to boot to the correct drive?  (As it was 
before, pointing to the hard drive that has grub or lilo installed on it.)
Do you have the jumpers installed on your hard drives properly?  
Is the bios correctly identifying all your drives?
