I am a dual-technology kind of fellow (Linux and Win32), and I create custom bootable Win32 CD's all the time using Nero, using the instructions from http://bink.nu/bootcd.  I have looked high and low to find a F/OSS CD buring software package that will allow me to do it, and failed.  In fact, this capability is pretty much the last thing that keeps me from going pure Linux on my personal laptop.  K3b is good, better than most F/OSS CD burning software out there, but it still falls a bit short.
