I would install base debian. Use dselect to get bind, webmin and the 
webmin module for bind. Webmin and bind work great for me on both my 
primary and backup dns server solutions. I didn't really look for a 
distro like your speaking about for two reasons:
1) This setup is really easy
2) The overhead is so low that any cheap, modern machine can be asked to 
do more work than just dns. (Unless you're the DNS for yahoo.com or 
something) So, you'll most likely be putting up SMTP, or some other 
service on the same machine.
