while I do not work in anything related to outsourcing, I have heard stories such as this from friends of mine who do....

My instinct is that firms will have to come back stateside and pony up to get code (etc etc) that is done RIGHT, not just cheaply.

Some firms will doubtless hold out - and with any luck, they and their shitty code will become extinct.
