Thanks for your suggestions.  My server is only used by members of my extended 
family and some friends and my objective is simply to keep my teenage nephews 
from hacking it and to keep my wife's sister from doing something by accident 
that hoses the system.  With that in mind I have chosen to go with the most 
simple alternative, simply changing  the user's shell to /bin/false and the 
home directory to /dev/null.  
I have found that contrary to what I previously believed I was not using SASL 
to authenticate POP3 only the SMTP was authenticating that way.  As a result 
I still cannot set the user to nologin but have to create a Unix password for 
POP3 auth.  I will look to see how to use SASL to authenticate POP3.
