I've obviously hosed my PCMCIA setup, no cards are recognized and no kernel
module for PCMCIA appears to be loaded when I run lsmod (here's the output)

I'm running a fully updated version of Fedora Core 1 on an Latitude C840. The
PCMCIA start up script appears to be running (boot messages include pcmcia
ok) and I get no output that says anything is wrong when I run service pcmcia
restart.

I don't know what I did and I don't have a clue how to even start diagnosing
and correcting the problem.
