the default ( can't be changed ) timeout for a DNS is 30 seconds.
If you have 3 DNSes listed in your /etc/resolv.conf file and your
not connected to the network... that's 90 seconds of delay for 
every DNS query..... 

do you have a /etc/resolv.conf file with DNS entries when your 
not connected. What happens if you remove the nameserver entries 
in that file?
