Howdy,
  OK, you are closer.  Is this a command line application, a GTK
application, a system daemon or what?  If it is an application that has
a simple IO structure, you may well be able to just install the GCC
compiler on Windows, build the application normally and run it.  Look
for cygwin at: http://www.cygwin.com/
  People port applications all the time from one of these systems to
another.  While you are going the wrong direction, if you can tell us a
little more about the program, you are likely to find people here who
can help.
