In fact there is a cable hdtv card.  See the thread at

The pcHDTV folks have just updated their website to announce a 2nd
generation card:

P.S. Another setback to the linux htpc came last week when the Blu-Ray DVD
committee settled on MICROS~1's proprietary codec.   I also mentioned more
laws were coming outlawing open-source; I had in mind the proprosals to
prohibit software radio, ie, stopping the GNU Radio project, which has
already demonstrated hdtv reception.
