Technically or contractually. Remember, you can use UDP transports
instead of ICMP packets (in fact, GNU traceroute does by default).

What's "/sbin/route -n" return in Linux? I've had problems where an
improper netmask or erroneous route was set and it covered the network
in which the remote host was on. Thus, it couldn't connect to that
remote network.
