That appears to be true.  I havn't had it happen when I wasn't running X,
but since I run X nearly all the time, that may only be a statistical effect.

The strongest evidence that it might be display related is that restarting
X fixes the problem.  Perhaps X also resets the keyboard - but I doubt it.
