[NTLUG:Discuss] adding domain without restart the servers

All:

How do I adding a new domain without restart http, dns, network... server?

I host my web site on the hosting company, I notice that when I add a 
domain,
they don't need to restart their servers. but if I add a new domain to my 
linux box, I have to modify the http.conf, dns files, etc/hosts... and 
restart these services.

Can some show/point me out the scripts/sources?
