K3b added DL support in 0.11.13 along with dvd+rw-tools 5.20.4.10.8.  As 
far as hardware goes, I think that any IDE device would work.

I just ordered a Plextor PX-716SA which does DL and uses SATA.  I know 
that there are some issues with SATA support but if you are interested 
in that option, I can let you know how it goes in a week or two.
