What driver are you using? ljet4 ?
I've been using the 5L with ljet4 driver and everything seems to work
quite well.
There _is_ an option in the configuration menu for US Letter - [as
apposed to A4] - have you chosen that?

Driver notes:
Ghostscript's HP LaserJet 4 (PCL 5) driver.Note that many printers
listed as supported by this driver also understand PCL-XL and so they
can be used with the "lj5gray"/"lj5mono" and "pxlmono"/"pxlcolor"
drivers which give a much higher output quality and resolutions up to
1200 dpi,

If you're using a hi-res driver, maybe revert back to ljet4 ?
