[NTLUG:Discuss] DHCP Server auto detect/start

Here's a tricky one I'm trying to figure out.  I have a small utility 
server I use for various things.  I would like it to look for a DHCP 
server on boot like a normal client.  However, if no DHCP server is 
found, the box should config a specific IP address and enable a DHCP 
server for a pre-determined network.

I think I found how to set a default IP address if no DHCP server is 
found, but I can't figure out how to start a DHCP server if one is not 
found.
