I don't have any suggestion about what the problem is, but I have the
same problem a lot, and what I do is press <ctl><alt><F1>, and run a
script that does the following as root:

  rmmod uhci_hcd
  modprobe usbhid
  modprobe uhci_hcd

and then press <ctl><F7> to get back to my X session.  I don't know if
my mouse is flaky or I've got something configured wrong, or whatever,
but running these three steps in a console terminal seems to make the
mouse work again -- until it freezes up again.  (Mine is a usb optical
mouse, so these steps may not help you if your mouse is different.  In
any case, next time it freezes, you could go look to see what modules
relevant to the mouse are loaded, then unload them and reload them.)
