Basically it means that the maker of the monitor has paid the requisite 
fee to place that label on their equipment.  Get a good, reasonably 
priced LCD.  You will save money because they use less juice, and give 
off less heat than a crt.  This means your home cooling unit will work 
less as well.  Viewsonic is a great brand.  I have a widescreen 19 inch 
Hanns-G model and it works great and has for about a year.
