If you haven't found it on Google and no one answers it here (I 
certainly don't know) then post on kernel.org.  I had a question about 
UUID as a kernel command line parameter and posted without even signing 
up.  I made the subject line very specific ("Is root=UUID... a valid 
kernel command line parameter") and the message short.  Got a reply from 
a developer.
