[NTLUG:Discuss] IP-camera ~little off topic

I have an IP-video camera running on a home network (w/ Linux and XP).

Time Warner Cable says I need to upgrade to their business service
(to get a static IP address) in order to access the video camera remotely.
Currently I have their residential service.

Is this correct?  there is no way to remotely access anything on a TWC
home network with residential service.
This would also include things like a web page.
