Two I would recommend looking into are vpslink
(http://www.vpslink.com)  and linode (http://www.linode.com)  Both
offer Debian as a guest.  I have used both and never had an issue or
outage with either (VPSLink for about 2 years, Linode for about 6
months so far).  VPSLink is a part of Spry which has its data center
in Seattle.  I am not exactly sure where Linode is hosted.
