This may be what you are looking for.

Edit > Preferences >  Composition > General > Send Options > HTML Domains
Put your recipient's address in the box.

That's the only place I can find that references format.  In my experience,
Thunderbird always wanted to reply in the same format as the received
message, no matter what I did to make it plain text.

Another trick I have used, albeit a little annoying, is to create a second
account configured to HTML.  When you reply/compose a message, you can
select at the top which account you want to send from and your message will
take on the properties of that account.

Sometimes I wish someone would sit down and talk all the good features from
evolution and Thunderbird and combine them.  I would definitely change to
that.
