Not really sure what exactly you are looking for. Checked out the site
http://www.spacialaudio.com/?page=sam-broadcaster, which seems to be
what you are referring to.
In Linux, for a Web based idea, you might want to check out some Content
Management systems. The basic functionality provided by this software
could also be handled by Apache, some scripts (Jetty & JSPs if you want
to get fancy), and possibly ffmpeg (for transcoding formats).
Much of the rest is already built in to most Linux distros, and what is
not is probably readily available for download.
