Did all of that ... no good ... but I may have been off track ... taking 
a close look at the html, what seems to be happening is it is 
interpreting &eacute as &egrave and &agrave as "double dagger" (the 
symbol that looks like two small plus signs, one above the other ... 
&#135), and so on.

Here is a sample of the code ...
    the two instances of "&eacute" each come out in OOo as E with a 
grave accent instead of e with an acute accent
    the instance of "&agrave" comes out as the "double dagger"
