Not sure... I just tested on my openSUSE 11.0 (yes... I know it's old)
with OOo 2.4 and it worked just fine (cutting and pasting from a French
website, special chars and all).

i18n is hard.  It's not always just one piece of software... it's a
coordinated thing to get i18n stuff right.
