 There was nothing here other than a script to set the theme.

  This solved it.  Subsequent startups have not brought up the
two time wasters.  So, even though I always shut them down,
they were still marked as needing to be restarted.  No longer a
problem, but still a curious thing.

Thank you, Patrick.  Somehow, removing these little irritations
makes KDE on Ubuntu more pleasant to use again.
