I don't think it has anything to do with my configuration.
If I turn off ntpd and run ntpdate 0.centos.pool.ntp.org, it
fails with this message:
no server suitable for synchronization found
If I run ntpdate -u 0.centos.pool.ntp.org, it succeeds
and gives me this output:
step time server 162.210.196.6 offset -29.228936 sec
I tried turning off the firewall on the machine and nothing
changed.
The problem is definitely outside my box.

to see if you are setting maxpoll or minpoll, but I also want to see
if anything else you might be specifying could have an effect.
Finally, could your harware clock be so far off that ntp is not
keeping up? I don't know what to check, or if this is possible. It
seems theoretically possible, especcially if you are adjusting
minpoll.
