[NTLUG:Discuss] dsl or cable modem w/ static IP in Richardson?

I have @HOME in Plano.
Most of the time it works great, but I get outages randomly for varying
lengths of time.
Sometimes it is down for a couple of minutes and othertimes down for 8-12
hours.
Everytime the service man comes, it is working..... <girrr>
They have tested the line and everything is fine. For a while my neighbor
was seeing the same thing at the same time. Which made me believe it was up
line from us. (We plug into the same box in the alley) Now he is up when I
am down. So it is different now. When it is up, I ran a traceroute to see
the IP address of the first router above me. When I am down, I don't see it,
or anything else.
Anyway, I have a 120 MHz Pentium running Mandrake 7.0 Linux as a firewall
and IP Forwarding to my home network of 1 Linux and 4 Win98 computers. It
works fine. My IP address is static, because that is what they were doing
when it was installed. A couple of months later, they switched to dynamic
IP address as the default.
