Depends on your ISP.  I have DSL through directlink.net and have the
ability to run non-commercial http/ftp/smtp servers on my machine (I think
I pay $4 or $5 a month extra for the priviledge).
I'm not entirely sure how they define as "non-commercial"; I suspect that
if you started drawing too much traffic they might slap you on the back of
the wrist or something.
