Not necessarily.  See for example august.net.  They don't care what you do
as long as it isn't illegal or disruptive (ie. spam) and you stay within the
bandwidth you've purchased.

Someone was looking for a truly Linux-friendly ISP a while back... these
guys definitely fit the bill, though that guy was looking for dialup, and
they only do DSL and ISDN.  AFAICT they're about a dozen Un*x programmers/
network admins who know their stuff and do contract programming and keep
this ISP running.  I emailed them to get set up with DSL through SWBell,
and they took care of it all for me, I never had to deal with SWB... the
modem was shipped to me about a week before the line was due, I plugged it
in to my LAN, and all was good.  The guy that started this thread mentioned
$70 to SWB for service w/1 ip, I'm paying about that much total, and it
includes 5 ips and reverse DNS forwarding.  Cable is cheaper and faster
(for now), but everyone I know that has it curses the service interruptions
they experience routinely (yes, I know, other people don't have that
problem).  Regardless, it's worth it to me to pay a bit more to deal with
people that aren't clue-impaired.
