VMWare does a $99 student version that will run IE when running Win9x. 
Most of the non games work without a hitch in it.  We run Corel 7.
Printshop, Quicken, Peachtree, Britanica, a stock manager, and a few
others from it.  IE runs find and so does Outlook Express (we don't use
it).  It doesn't do well with ActiveX (games) programs and you do need a
healthy box.
