How large of a database?
How many tables, how many rows?
What language(s) are you going to be writing you app in?
How is the application going to be sold or presented? Like are you
giving it away, or is it going to be sold and want something that can be
licensed and/or have a support contract from a third party.
Personally I like MySQL and have used it for years with no major
issues. I also like the fact that there easy ties into Perl, PHP, TCL
and pretty much every other language. I REALLY like PHPMyAdmin, BTW.
as for issues...

The question is very open ended. Without more details, you can have
every answer on the Internet.
like: MySQL, Oracle, Sybase, miniSQL (mSQL), Postgress, Informix, DB2,
flatfile, BerkeleyDB, SAPDB, HypersonicSQL, InterBase, GNU SQL,
GigaBASE, DBMaker, Empress, Adabas, DBIX, TEXIS....
and probably more...
