Mine tends to stay the same for long periods of time, but I have seen it 
change without having power loss to the modem.  DHCP does allow the server 
to change IPs at lease renewal if desired.

I know at least one person saw my earlier post, but I'll post it again just 
in case:
The easy answer is dynamic DNS.  See dyndns.org.  There are many others, as 
well.  It's simple, it's free or cheap (depending on what you want) and it 
works.  Multiple ways to have a client, too.  I just got a free program 
that queries my Linksys router and notifies dyndns.org when my IP changes.  
I doubt my machine would be inaccessible for more than 15 minutes.  It's a 
LOT easier than emailing yourself your new IP address...and you have a real 
FQDN to ssh to. :)
