I always end up doing a fresh install. That is because no update has
ever worked properly for me with any distribution. I keep key stuff in
directories in partitions that do not get reformatted -- often
symlinking the data to my home directory, so that I don't lose key data.
A lot of stuff also goes in /usr/local, which I have as a separate
partition that survives the fresh install. But back that up elsewhere
too. I forgot that last bit of my own advice on some data -- not
critical fortunately -- and lost it all early Christmas morning when my
boot hard drive crashed. It is a goner.
