When I worked a call center (AT&T LD) we had certain buttons on the
phone to connect to certain departments.  There was no way to call out
from the work station.  When they tell you that, believe them, they do
not lie (Well, maybe sometimes, but only to make a sale, never to keep a
customer happy).
