The drivers don't handle the basic mouse/keyboard functionality - that's
handled by the HID (Human Interface Driver) system in both Windows and
Linux.

What the drivers do is all the extra, special functions - fancy scroll
wheel, pointer acceleration, special function keys to launch your browser,
etc.

However, as things like wheels have become more common, the basic drivers
have been enhanced to support them - and more and more things 'just work'.

Look in your Windows control panel and you will see the other things the
driver provides.
